We if you only message 5 people then you will not meet a lot of people or get much to you at all, It is best when you contact them that you tell them something about your self and say what your looking for is all.
You should do as many people as you can not just 5 Japan people you have to try and look for who fits your bills too.
If they answer your message back ask them some stuff like what they are looking for and if they want to be pen-pals.

well it will be easy if you look for Japan people not just wait for 1 to find you, It also helps just to pick any Japan person.
It does take some time to get a pen-pal but also can try other sites too. or even Chinese Korean pen-pal
