@TheDecoyDude : Yes, Raptors bathe on a regular basis. Someone needs to give this little guy a pie tin with 1/2 in of water in it to curve this frustration.
@birdmanlv have you ever seen a raptor take a dust bath? a friend of mine who is a falconer has a saker falcon named Jarih that will start shuffiling on the ground whenever we're standing on gravel or sand.
Even in the most ridiculous act, kestrels can still manage to look incredibly serious. I know a peregrine who would just look kind of sheepish if we caught her in the act.

I don't know about other countries, but in America you must first apprentice yourself to an existing licensed falconer, then obtain a license, build a mew (raptor house) and get it certified. THEN you get a bird.
There isn't really a way to legally buy a bird like this. You can obtain an egg from another falconer, a nest, or trap a juvenile. For the last two you would need another permit to take a bird from the wild.
He is actually trying to have a bath...our female learned all alone to tap on a bottle full of water when she needed it! I respect nature's choice, they are raptors and do est meat, as horses eat grass and so on.

i've seen this act in many birds... he thinks he's "dusting off' or cleaning... funny vid though. i didn't know that raptors did this though

If that's a hunting k-bird, then what a great way to dull it's talons. Regardless, I'd dust him. He's probably itching with feather lice.
