Remember that at the time, Bush was telling everyone there was an imminent WMD threat. Biden and others didn't necessarily have a way of knowing it was fabricated or speculative intelligence.

He also did not anticipate what he referred to as the "absolute incompetence" of the Bush administration in defining the mission and planning the operation.
