Birds dont have a sphincters, so they cant help but poop everywhere. You can keep them in their cage, or clip their wings and put them on a solitary perch :) Hope that helps.

Novice question on budgies. Your birds seem to be relatively calm and unafraid around you. From what I've read in books and online, when you own more than one budgie they generally tend to be more involved with each other and much less with their human, but yours don't seem to be this way?
