but in countries were there is 99.9% Muslims then most women cover up and for the most part its an unwritten law that they must cover their hair ....but they can show their face

Al-Tabari lived when? 838-923 AD or 224-310 Hijri. The norms and interpretation at his time, (he was Persian mind you) is different than what we see of it today.
