You can legally take time off work to go and vote. It really is not that big of a deal. People are just lazy, that is why they dont get off their ass and go vote, plus they dont think that their vote actually count.

Voting is manditory in Australia and Belgium and it seems to work there. The US government already compels people to pay taxes, go to school till you are at least sixteen, immunize your kids, serve on juries if you are called, etc. How would manditory voting be any different? And you should look up "republic". A country can be a republic and not even have elections at all. I think you mean democracy.
And you should read the American constitution and the debate between the federalists and anti-federalists. America is a republic, not a democracy.

What you should know is that those institutions you name are an aberration from our founding principles. They represent no less an infringement on liberty than conscription into military service.

In Germany we vote on Sundays. The voter turnout in the "Bundestag"-election 2005 where around 78%, and that is the lowest participation since 1949.
