No man the viewer decides nothin. Before he died Kitano staged Omars Death so that the mafia wouldnt look for him. Its when they have the mafia captive and Kitano takes Omar out of the car, he gives him the money and shoots at nothing, so the mafia guy thought he killed him.

He knew he was being cheated for the money yet he still played with him. Takeshi hustled him for money but returned it. Epps realizes that the money wasn't important for either party. Its that simple...

Hero123 is quite a lot far from reality while Skad has a touch of it. However Omar has a complex feeling and has nothin to do with the money. Ultimatily is the realisation that Kitano was such a great friend, who chose to die and let Omar live with what was left off from their mafia businesses.
