Plant more trees, build homes / houses / settlements where they are safer, i totally agree with that. But im not aware of any 'river wall'-technology that works.
I would say: stop heating up our climate with methane and CO2, or at least reduce that. This is what causes weather patterns to get more violent and less predictable. A global solution is needed.

Okay, they have TV-sets. That means they have electricity, and a one-shot investment of somewhere between 50 and 300 dollars, depending on the TV set. But the government fails to protect these people from natural desasters. No planning where buildings should be built, no dams, no shelters, no national emergency food program, lacking infrastructure, lacking healthcare. You cannot build a safer house or a dam or a shelter for 50-300 dollars.
By the way, since 1948 the world decided that we are advanced enough to make access to culture and education a human right. Among other things, television can fill some of these gaps. Maybe they should leapfrog it and directly go to internet + 100-dollar-laptop. But access to culture and education is now a must, NOT A LUXURY. If Radio and TV are the only things that allow you access to culture and education, then this is a sad situation, but then these are vital.
