The town of Silent Hill is like the Twilight Zone. No matter what, you never really get out of it.

They made it out of the Nightmare Silent Hill but are still trapped in the Fog Silent Hill. The Nightmare and Fog dimensions are basically creations of Alessa's mind. Sharon/Alessa loves her biological mother (Dahlia) and adopted mother (Rose) so she'll ensure nothing happens to them. So they're safe. Trapped, but safe.

So that's the point of ending in this great movie.They are actualy dead both of them with other people who we're trapped in silent hill.I knew that something isn't right when I saw the road appearing in the fog when it was already broken.So my opinion is that there wasn't road from the begining of movie and it was alessa's work to bring them to her world.But the end of the movie was for me a lil bit sad.

Thats a great ending Rose gets her daughter back whole and Alessa gets a mother who loves her more than life itself thats a good ending to me

my interpretation is the "fog world" is the underworld because they are all dead: rose, sharon, the creepy religious people...and they are in a sort of purgatory to repare their former faults, rose and sharon who are free in the end but closed in this creepy world are simply resting in peace...
