I don't understand Tibetan, but judging from the music and due to the fact that Lhasa is a regular catch on this frequency, I am quite sure that this is Xizang PBS. They have an English programme called "Holy Tibet" Monday through Saturday at 15:30 UTC.

I wrote to Tibet Radio with link to youtube and to a Chinese DXer. I hope I get a verification: "This is Tibet Radio / Xizang PBS"
