There would be no reason for it to be on a new engine. Valve never strays from their engine, it just gets slightly modified for each game.

This game will just be L4D with different characters, a few new zombies, new weapons, and a new tank. Sure, that might seem like alot, but it's not enough to merit a new, $60 game as opposed to an expansion.
