I don't think you can longer use the html as a free webstarts user, you now have to pay for a domain to use the html option. I tried and it doesn't work. So i think it's changed.

Actually the receipt is generated and sent by Paypal. We do offer our own full-fledged ecommerce system for $39.95/mo. but I only recommend that if you're going to do a lot of business.
Is there a feature on web starts that upon a successful paypal checkout it automatically sends the file to them via email? Or something like that to keep the link to the download page a little bit more private. I don't want to have to do something manually every time some one make a purchase

Yes. It works the same way for word documents. You can link directly to files.
