I use paypal to give my friends money all the time, and if I send them $50 they always receive $50. If you don't send it as a gift however, paypal WILL take a percentage out of it.

I think that at birth a person should get a chip that stores personal info. Name, credit cards, social security, stuff like that, and it should be put into their palm.
