If you want them to die to ammonia and nitrite poisoning, then sure.
The amount of fish I have in my 40 gallon should already be considered as heavily stocked. Sure you can keep same types of fish in a 10 gallon, but the number allowed should be much less. No more than 25% of what I have in mine, even with a good filter.
Prime is just a water conditioner with the ability to make ammonia and nitrite less toxic temporarily. What bacterias are you looking for? The ones to help you speed up the cycle of your fish tank? If so, then go for Tetra SafeStart, which has the bacterias that feed on ammonia and nitrite. Unlike some other bogus products, Tetra safestart has exactly the same bacterias you will find in a well established tank. Other products' bacterias will ..drown in a week

They do that quite often, but I don't see any eggs, so I assume it's not mating dance, but rather try to see who is the boss, or maybe playing. Even if they lay eggs, there will be no fry with that many fish around.

Thx. Harlequin Rasbora are very active, hardy. Besides the two dead on arrival(I ordered them online), the remaining 7 of them are all doing well since I got them in Oct 2010. They like to chase each other more often than being all in the same tight school, since they feel no threat. Sometimes they chase my Cardinal Tetra too, just for one moment.

Not until two days ago before you asked this question. Using Nutrafin CO2 Natural Plant System. It's just a fancy DIY CO2 bottle with a ladder diffuser. It currently produces about 4 bubbles every minute, or 1 bubble every 15 seconds.
It's been 3 days since I set up this DIY CO2 system, as I am typing this, I am getting 1 bubble per 6 seconds, with almost no waste(pretty much all bubbles became 100x smaller as they go up the ladder). Have to say it's working pretty well.
My air pump is in my closet more than 15 feet away. The air stones you mean were placed close to the back of the tank right below the shining heater. Of course, I'd think plants won't like it if the bubbles keep hitting them. I recently replaced the heater with a black one so it fits more with the black background and is no longer catching the eyes. So the placement of the air stones are also relocated. One below the new heater, one in the center. Watch newer video

It's pretty good. Really bright. But algae easily grow on the leaves of the plants. Unless you plan to have high light plants, there is no need for T5HO.
Done. Check out my later videos. I used a Rena Smartheater 50w. Yep, I thought 50w is for 10 gallon only, but apparently the temperature is very stable once I moved an airstone right below it.
I replaced the heater. Watch my newer videos. :) I didn't think a 50watts would be enough. Apparently the temperature is stable once I placed an air stone directly below it. It's now a Rena Smartheater instead of the EHEIM Jager. Nothing against the EHEIM, such cool brand, just that their heaters are too shining lol.

I doubt your neon tetra will cross breed with other species. They don't normally breed in aquarium at all without conditioning.

Mine will eat freeze dried bloodworms just fine. Yours might need time to adjust. Especially if they are new and nervous.
