@Vincentrockz1 Sometimes in GTA IV, a NPC will kill another NPC. Especially near Niko and Roman's first safehouse, one Eastern European gets mad at another Eastern European then one gets shot to death and the other one runs off. Just stay there for a long period of time, it will happen
