Yeah up to the year 2000 when this was made, a lot of movies still kept the tradition of cheesiness and terribleness that a lot of the 80's had. I think the 90's were worse than the 80's in a lot of cases, though.

I was waiting for someone to bring up Rodman (aka Turbo). Unfortunately, even though his character is in 2/3 of the movie, he only has 3-4 lines, none of which involve "cutting away". Still, there is a lot of great footage of him "turning and staring".
