Well, he was *really* noisy, I don't know if you can figure it out from the video, but he pretty much flooded the whole park with all the noise from his speakers. The cops came to tell him not to be that noisy (and probably checked his permission to perform). He did come back later but he wasn't all that noisy anymore and was subsided to be nothing more than a regular performer :)

It's not illegal, there's plenty of street performances in japan :D

He didn't get arrested, the cops just took him away and told him not to be so noisy anymore :P He came back later but wasn't quite that noisy and energetic :P
