@jcadlols - If the clear is peeling, this will probably not help. It sounds like the painter waited too long between coats, did not prepare the surface well enough, or mixed the paint incorrectly. If it is one small spot and only the top layer of clear it may be worth trying. This system would definetly blend the edge of the peeling clear, how long it last would depend on the extent (and cause) of the damage. Good luck.
@engmantaylor Okay, thanks. I think it's due to poor masking along a rubber seal and the seal has peeled the paint in one spot. What I did was (very carefully) Cut only the clear layer around the edge of the bubble with a sharp modelling knife. I then blended that edge with if I remember correctly 2000 grit sand paper and polished. It worked well, but only because the bubbling clear was from a repair and effectively had clear underneath. It's also worth noting that the spot is about coin size.
@nlanni - It's an instructional video, we know it doesn't make for a good script and I agree my voice sounds terrible - I blame the microphone. Thanks for your feedback; maybe an update is in order.

Could you do this at the border of peeling clear coat? A repairer did a bad job and the top layer of clear has begun to peel in one spot.

All the resources 3M has and they didn't bother to make professional training videos. That script and that guy's voice are terrible.
