no. clouds do not only reflect sunlight. they interact with longwave radiation too, which is the same as CO2 and other greenhouse gases. And, they are much more dominant in terms of this effect. Small changes in clouds can totally swamp any other greenhouse effect agent.

Perhaps, but he exaggerated the problem in an attempt to get people to act. When people found out some of his claims were false, they assumed all of his claims were false. This is the danger of overstating your case.
In the long term, he did a lot of damage by making this look like a political movement instead of a scientific problem. Those who oppose his politics now think global warming is a political hoax because they can show that he lied and exaggerated.
But if you think about it, if it wasn't for Al Gore, this country probably wouldn't even be talking about global warming in any serious way. So, yes, he did some damage by exaggerating certain points, but he got people (mainly apathetic Americans) into the discussion. It's better having heated/controversial arguments than complete disregard.

and therefore Decrease the Greenhouse Effect.
Unless you are talking about clouds of Black Soot that comes from the burning of Coal, or Forests etc. These clouds are commonly known as Smog.
Smog soaks up heat and increases the Greenhouse effect.
