This title is misleading - Hannity is not quite suggesting this, but he actually sort of sounds reasonable. Many serving our country have been waterboarded during training. Torture is physical violence, dismemberment. Scaring someone by putting caterpillars on them, or "humiliating" them by forcing prolonged periods of nudity, or playing bad music repeatedly, is not torture. If one defines any psychological discomfort inflicted on one's enemy as torture, no potentially life-saving, violence-preventing information can be extracted.
