No it is not. Only because Wikipedia says something it doesn't necessarily makes it true. Some people put "Techno" above electronic music styles, others divide them in groups as techno, trance, and house with many subgenres. And Hands Up does not sound like todays techno, it derives more from trance with the faster beat and increasing melody, pretty much such as hardstyle or hardtrance
