It's just simply that the soap makes the water tension lower. Because the soap particles get in between the water molecules. At the edges of the bowl there is less soap than in the middle. Which forces the pepper to go outwards because.

The surface tension remains strong wherever there is NO soap. The pepper can only stay afloat in those regions. This makes it appear as if the pepper were repelled by the soap, but really, the pepper just stays afloat on the skin of water.

@cruzader550 not any particular ingredient, the detergent changes the surface tension of the water outwards from the point that it was added. im not quite sure how this makes the pepper go outwards. it may be that the pepper wants to float on higher surface tensioned water and so 'runs away' from the wave of lower surface tension water

When I taught we did all these activites on water tension, which is what the pepper, water, and dish soap shows.

This one is was amazing to me..using an eye dropper predict how many drops a penny will hold. Then, carefully, without letting the tip of the dropper touch the water, count the drops that will set on the penny. You won't believe it.
