For one, its quite easy to argue that pikachu is as broken as high tier characters in melee and brawl. Secondly, besides pika, it would be hard to argue against that, but only because they are so few characters in the original. Still, I think everyone can agree this video is for the lulz :)

in melee, 8 chars are the main tourney chars out of 25. 8/25 = 32 percent of the characters are broken.

In brawl, 8 chars (Falco, D3, Meta, Snake, GaW, Diddy, Marth, Wario) are the main tourney winners. (37 chars, including zamus and shiek, disregarding other pokemon as separate)

8/37 = 21.6 percent broken

That's not accurate at all, just because some characters are high tier doesn't mean that they're broken. The "broken" character in Brawl is MK who is clearly superior to all other characters with no bad matchups.

The character balance is good, because of the small roster, but the engine balance is terrible; the game provides the player with too many options to deal damage and extend combos, and very few options to avoid it. Melee introduced DI, spot dodging and more teching options.

Brawl removed all the attack options and only increased the defensive options, which is why it sucks.
