The pressing motion is primarily triceps strength even the the positioning of the bar focuses alot of the stress onto the shoulder area.

Second, since everyone has a different physical make up everyone has to be careful about how the exercises effect their muscle tissue. For some, doing a full range of motion might cause tears or sprains, for others doing a full range is just fine. Its all about individual makeup.
