If the formats were different, I think now the reason for adopting the 7/11 format is because I think Putin wants to make 9/5 the new official state celebration (as of course 7/11 was the USSR state celebration)

It actually is true. The modern Russian forces (18th century) have been remodelled along Prussian lines and the fleet modelled after the Dutch fleet.
