@AviationMetalSmith With the tower open, one operator controls just a small portion of track. unlike the many MILES of track that the dispatcher controls.
It was called "HN Tower" and there was a tower operator there for the interlocking out front. never a dispatcher. It was staffed 24/7 until the signal upgrades last year. they were currently only using the lower level for a maintenance office.
I cried when the back hoe knocked down the chimney.

Maybe this is an afterthought, but if the tower had remained open, and manned 24/7, is it possible this train wreck would not have happened?
I'm under the impression that this derailment was the result of two trains colliding.
