They were two different rappers, impossible to put them up against each other. Pac was a serious rapper (political, well-being) and Biggie just loved rapping. Flows/hooks/beats all different, motivation from another source. Both raised differently, so why try and compare? All it is is a matter of opinion, who's flow caught your ear the most. I love them both the same.
