Presuming they weren't put there by accident, I'd say they were there as part of a mission objective. Everyone knows that you start in the vent and drop straight down, but I bet you could originally go past the vent and up there as an alternate method of getting from the vent to the Facility lower levels. Rare are notorious for giving multiple routes to complete a task, and these beakers were probably either meant to be destroyed, or more likely picked up and taken to another place in the level.

First you need to complete all missions on Secret Agent; this will unlock the secret level Aztec.

Now complete all missions on 00 Agent, and this will unlock the secret level Egyptian.

Complete Egyptian's Target Time and you will get the All Guns cheat.

I actually noticed those vents plating the "felicity" level on perfect dark. Then I popped in GE to see if they were there also. And of course I had to shoot explosives at them xD

they were origionally suposed to activate a cheat but was taken out later but the glasses were never taken out and remained in there, the game was choc full of gear that never made it into the final, theres a rumour that theres a long lost 'beta' cart lurking around at RARE which features all the uncut gear!!
