Yeah I work next to Hibiya park. They have Oktoberfest three or four times a year. The exact month doesn't seem to be relevant.

yeah, you needed to get there early to tank up. At the real oktoberfest, you wait to get into the tents (if possible) then wait for your beer to be brought to you by brawny beer maids.
