Actually, no. He was still the bad guy, and his eventual goal was to carry through with Outer Heaven in Big Boss' absence. Outer Heaven in Ocelot's interpretation was to usher in anarchy with the collapse of SOP.

Neither Big Boss or Ocelot held any moral high ground. They represented an agenda that was equally oppressive as Zero's.

Naomi was the true hero in the sense that she conspired to break the cycle by going behind Ocelot's back and altering the worm virus that wiped out the A.I..

Ocelot is more like a classical Western Rouge. If he believes in it, he'll find a way. But he is of course, still a human

Well, both Zero and Big Boss had idolized The Boss and the ideals that she represented. But they both grossly misinterpreted her will to the point of perverting her ideals to the extreme opposite. The end result was an endless cycle of fought each other back and forth exchanges to achieve dominance.

I don't know. Ocelot was never really clear about his goals. He said at the end of MGS4 that his goal was to create anarchy, but that was when his mind was still affected by his Liquid nano-machines. Really, what I feel Ocelot's goal was, and always has been, was to take on great challenges, and expand his limits to their fullest potential.

His only other goal, as far as we know (from EVA and Big Boss' words) was to free Big Boss from his shackles. Why? Because he loved Big Boss.

Which is why I think he took on Liquid's personality. It served both his goals. It took out Big Boss' (his idol)'s enemies in the patriots, while also allowing him one last glorious battle with a Snake.

EVA's goals were similar, but different. She wanted to free Big Boss because she loved him dearly. But she was also a mother, a mother who wanted to free all her children from war (Outer Heaven) and the Patriots. A goal Naomi and Raiden shared.

So if I had to pick a 'hero' it'd be EVA.
