@liviaipsilon Basically because Akihabara (and Ginza - though not quite as much) is an extremely noisy place!

The one thing that struck me the first time I visited Akihaba was how much noise there was.

The wearing of a surgical masks is very common in Japan - mainly when you've caught a cold, to prevent it spreading. Odd here, though, because it's mid-summer!
Interesting video. I want to know why that guy at 0:18 was wearing a surgical mask..
