It is important to remember that the camera capturing the image is not stationary; it is moving along with the orbiter upon which it is mounted. Also, notice that the majority of the large particles eventually assume a "downward" trajectory in relation to the camera, regardless of their original trajectory, for which ballistics can easily account. i tottaly disagre with you if you watch a case for nasa on google video it shows it is not sapce dust ice or trick of the lens. some of the objects appear out of nothing some change direction all of them pulse. obects are proved to be in front and beyond the tether despite what nasa say.
If NASA's statement is correct and the particles we see are out of focus dust particles which usually accompany a space craft then changes in direction could be accounted for by electro static charge and particle collisions. no drag and volitile nature of fuel particles ejected from burners would make such movement likely. more exotic causes remain speculation. conspiracy theory rule #1 people talk. especially research scientists who are in the business of dicovering something new.

It is the regular pulsing which makes me most suspicious that this is a natural phenomenon. Any irregular piece of debris or rotating blobs of fuel would have that kind of pulse as more then less of the surface repeatedly reflected while it spun. Appearing could be caused by coming out of shadow.. but there are some things not so easy to explain. static, even magnetism or collisions perhaps. Our earth bound perceptions would make some things seem very counter intuitive in space for sure.
The debris appears out of nowhere because it is suddenly illuminated by the lights as it drifts into their beams around the camera, some of it is frozen unspent out of focus fuel drops still spinning hours after they were ejected, debris drifts into the warm light beams (or sunlight) some tiny dirty spinning drops yield a fizz pop bubble, away zips our phenomenon. This may not be exactly what happens, it is a possible natural explanation. also some look like lens mirrors confirming out of focus.
