They're privately owned companies using public resources with the consent of the department of government who have authority over them. They're paying taxes, which is a contribution to Ireland, not only that but the oil will go to Ireland, they're not exporting it. Not only that, but each company has to comply with the conditions set out by the Petroleum Affairs Division of the Department of Communications, Energy and Natural Resources. Not to mention the fact that it would (most likely) significantly decrease the cost of energy to the end consumer, which most of us could probably do with.
