What about our governments track record of accountability? Can they be trusted to self-govern when they classify programs which would waive any monitoring or regulation?
The "weather modification program" is "classified" and gets an automatic waiver from fed regulation.
If a program has the potential to physically and lethally
endanger its' own citizens, i.e. use of aluminum & barium-highly toxic, then ACCOUNTABILITY MUST be DEMANDED.
No watered-down air quality standard is acceptable!

I got shocked awake around '68 & haven't slept much since then. Left me plenty of time for reading, learning, & practicing my skills. One of which is to cut to the chase. Another is to update old sayings! E.D. left off the part about fiat currencies.
