Si affina in corsi di dizione di solito, in alcune parti d'italia ci si avvicinano molto come cadenza e come accenti...

Nah, Dragon Ball is older than Street Fighter. And in the other hand Budism religion has been talking about concentrating Hado (energy)in a single spot for ages. Here for example you can see that it is Dhalsim who's training Ryu and Dhalsim is from India, a country that follows the Buda teachings.

Aye, you probably have that impression because Dragon Ball came to Europe/America after Street Fighter did. But if you check sources like wikipedia you will find that Akira Toriyama started the Dragon Ball series in 1984, and the very first game of Street fighter was released in 1987. Wich makes a difference of five years. Still, it is not a matter of saying who ripped off who, because the hado/energy thingy comes originally from budism.
