I helped the stormcloaks take over the city and did a the quests but the buy isn't there a what ever time I check . And the misc quest says buy a house in whiterun

for those to make good money, save up more than 6k, buy filled petty soul gem. smith a iron dagger. then get banish enchant, now enchant the dagger and sell each dagger for 1k gold =]. im at 80k gold =p only lvl 26

@edwardycseong answered my own question lol. I somehow have to read the decoration guidebook for Whiterun to activate the option of upgrading houses on the new steward.

I became archmage of the mages college and got the archmage apartments, with a enchanters table, alchemist table and a garden for herbs, alot of asorted stuff on shelves etc and didnt have to pay anything :) Its just the end reward for doing the questlines up there.
