Adding context, it was in the early 20's when he said that to gain power (he was formerly a socialist mind you, this was politics.) Hardly the real fascism of Mussolini (or Hitler) in action. Once Mussolini acquired a firmer hold of power... laissez-faire was progressively abandoned in favour of government intervention, free trade was replaced by protectionism. They had price and wage controls, tariffs, and central control of monetary system. Hitler was just more strict.
