Haruhi does that because, as she says to Kyon, she's only interested in aliens, time-travelers, espers, and special people like that, so she doesn't even register that the others are in the same room while she's changing. It's like taking off your clothes in the same room as a bag of potatoes - you're not thinking about the potatoes seeing you undressed.

This comes up again when she actually demands that Kyon NOT be around when she's changing - she registers him and is embarrassed.
