Photoshop 7 and Photoshop CS4

In Photoshop CS4 there should be fibers... if you can't see fibers when you go to Filter/Render, then you could try reinstalling photoshop

Good tutorial... I usually Gaussian blur the very edge of the photo too. Many old photos are only sharp in the center and the edges are rarely in perfect focus.
