Okay first of...

Music wise: Pac is fucking king. 90% of his catalog (not counting posthumous stuff) is pure hip-hop, great stuff. Above-average lyricist, always had nice beats, but most importantly was an incredible song writer. Didn't invent, but popularized many great aspects of rap.

Culture-wise, most music has barely scratched society at all. But if anyone got closest it was Pac. Deserved or not. The guy was flawed sure, but I think it's fair to call him a legend.

But he was not that technical as an MC, his ryhme scheme was very simple, he rarely used multies, alliteration, metaphores, similes, and other technical aspects of MC'ing.
