This video makes me laugh the ball swings towards the rough side yes it can swing to the shiny side when both sides are shiny but that is all to do with the bowlers action

also the leg cutter is bowled by rolling the fingers down one side of the ball yes if you angle the seam you might get seam movement but that is not the same as a leg cutter
