My guess is that the cable system showing "Countdown" was in a local commercial break and they were running a local promo spot for O'Reilly's show during that break. It's fairly common for local cable systems to run cross-channel promos without much regard to any real or perceived juxtaposition with the currently airing program.
Hey geniuses... There is nothing odd about this at all. I have literally seen hundreds (if not thousands) of CNN commercials on Fox News. I'm kind of surprised that Fox would bother advertising on such a pathetic network when Fox already dominates in the ratings, but there's nothing weird about it other than that.

I personally think it's funny that Orally says his show is based on "sharp" (strongly biased) "opinion" and then says that it's all fact... AND he has the gall to call it the "No Spin Zone"
BASED in fact you moron. Try watching the show for a change. You have to be smart enough to realize that Olbermann takes poorly edited clips and uses quotes out of context to make O'Reilly (or Orally for you Countdown tools) look bad. Why wouldn't he? He gets tripled in the ratings every night!

Now, as uneducated and neanderthal as that sentence appears, it doesn't say a single thing about "based in fact." Yeah I am pretty sure this wasn't an MSNBC TV advertisement and was instead a advertisement from inserted by Time Warner Cable.
Notice how you see the last part of the Aspen Dental portion, which is probably the advertisement MSNBC TV was showing.
Although in the local Cable TV markets the advertisers, in this case Fox News do know what networks they are advertising on and may even choose them.
