A friend and I were discussing this. A lot of the album seems to revolve around drugs. The Noose is about someone fresh out of rehab who thinks he's king shit because he's beaten his addiction. And thinking about it, it makes sense with the album title, 13th Step, as to be the next step after a 12 step program like NA.
It seems to fit well with A Perfect Circle's album like you point out, however the song is written by the group Failure.

everyone does want to make themselves better, when that fails the only result is sadness....i found a good quote a long time ago "i will always die for someone but i will never live for them"...be yourself is the obvious messege but i take it more like live for what you think is truth. I normally don't feel the need to sign in and comment, but man, this video is...wow. The way you presented the images, images I normally see as demeaning and sexualizing...well it actually made me like the pictures, like it told a story.
And to say he's on acid all the time. Name one band that ever put out great amazing life altering music that DIDN'T do acid at one point or another. You can't. They ALL do/did drugs.

hold on hold on one more comment. since no one can seem to figure out what this song is about. it's about being in a mental hospital and falling in lvoe with his nurse. hello she gives him his meds everyday and she's the nurse to all the other guys. it's not that hard. and it's not about a drug dealer.
Plus The guy from tool and a perfect circle is always on acid. which would be why it's so..interesting. but yeah. nice vid.
