try buying yourself a three dimension filter chemical mechanical and biological the biological part of the filter its the most important part of the filter cause it preserves bacteria for example the aqua-clear filter would be your best choice. i have one myself and a canister fluval filter they both work fine.i had cloudy water problem myself.
lights only make water cloudy, when the water is a GREEN cloudy, and that is only because of algae growing in the water from too much sunlight. Turn your lights off at night, and on during the day, like the SUN

You should get a uv sterilizer to clear up your water. I recommend SUNSUN UV Clarifier 9W Filtration pump $36 from eBay. Keeps water crystal clear and kills bad bacteria, viruses, ect.
@kanito107 no, i didn't add any chemicals, since chemicals aren't good for your fish. I did regular 25% water changes and I bought a API Freshwater Master Test Kit to keep track of the ammonia, nitrate and nitrite levels.
i do this when my fish tank is dirty/cloudy. get a bucket fill it with water get a net put my fish in the bucket clean the tank gravel and all. fill the tank with water wait for the water to become same temparature. check if any of my fish jumped out(i just keep some1 to watch to call me if the fish jumped) put the fish in the tank rest and watch my fishies in the the clean tank. enjoy myself. tell me if it helped

Bacterial bloom can occur when the tank is new. It occurs when the tank is new because there is an imbalance in the level of nutrients in the water to the levels of bacteria. This may be because there are too many fish in the tank. As you go through starting up a new aquarium the level of nutrients to bacteria will stabilize and the cloudiness should dissipate.
What I use is called crystalclear! Small bottle, one drop per gallon usually works in a day or 2 and does exactely what it says...gets the water "crystal clear"
I'm very sure there're only 3 reasons that your tank's cloudy. Since you have many fish, you might over feed them. Check your filter system and cartridge, and the main reason I think is your light. Make a big water change and leave the lights off, it'll be hard to believe the water gets cloudy again.
@Mintznguyen if the tank is new it might be going through the bacterial bloom stage (probably casued by adding to much new fish at 1 time) 3 oscars hav alot of waste so it probably is the bacterial bloom
