When I was a kid, I didn't pay much attention to the ratings, and movie theaters never stopped me from seeing an R-rated movie.
Having a rating system is always going to be subjective and arbitrary, and it is good to have as a *guideline* for parents, but the law that under 17 can't see an R rated movie is wrong. I've seen plenty of R rated movies where I couldn't figure out why it was rated R.

great documentary - fair, hard-hitting and entertaining. film ratings really point out the cultural differences between the US and elsewhere. for example, in norway, very few movies get high ratings (15 and 18) for nudity or bad language, while a lot of movies get high ratings because of violence. in the us, that's completely reversed. also, movies in norway get lower ratings if they show the consequence of violence, while in the US, realistic amounts of blood usually guarantees you an r rating.
