When Finster is her usual ruthless self, it's fair game, they misbehave, she tries and catches them, it what she lives for. When she's injured and can't operate at 100% it's not fair game, it's taking advantage and as T.J and the gang find out, when the danger of being caught is removed all the fun is sucked out. So they agree to behave until Finster is back on her feet again and then they'll be back to 'causing mayhem and her hunting them down.

Some of the older episodes kind of portrayed her in that way but as the show went on they portrayed her as just a more old fashioned disciplinarian who actually has a heart. Like when she stands up for T.J against that new headmaster. Or when she gives Spinelli advice about love. Even in this episodes when she says "I wouldn't have it any other way" indicating that she enjoys chasing the kids around as much as they like to get up to mischief. Finster idn't evil.
