There was no rule against using a snowplow to clear a path for a kicker. After this incident, they banned the use of a snowplow. But since no rule was broken, you can't call the Patriots cheaters for this incident.

Personally I don't think they should ever delay or cancel a game. If the weather works against you it's just bad luck. The patriots proved they were the better team. A lot of times one or both of the teams could use the weather to their advantage. Take the Ice Bowl.
