It does infringe copyright in the UK, because Dalek's are the BBC's copyright. And recording it off Youtube infringes the GP's copyright they may have; uploading it infringes their and the BBC's copyright.
Mitch Benn also infringes copyright by parodying Daleks, as do Downfall parodies being pulled from this site ... this is why there's a need for a 'parody' exemption to copyright, as a matter of free speech, as i the USA. See EFF and Open Rights Group for more :)
