  • Cutting XX% with reference to XX year by 2020 blah blah is confusing and unfair. Wonder why Chinese media follows the Western media in this manner.

    Its clearer to report cutting to X tons of CO2 emission per capital by 2020. I think per capital wise US is currently around 18 tons, EU about 7 tons while China about 5 tons. Why not cut to say 7 tons per capital by 2020 and say 4 tons per capital by 2035 for everyone?
