Not 100% sure but it looks like one of the Hello Dracula films. It is a series of 4 Taiwanese films that came out in the late 80's.

Sure, it's like Taiwan's answer to Mr. Vampire series only a little more wacky and eccentric. It also involves children a little more. These films had an assortment of action directors including Lu Feng, Ricky Cheng Tien Chi, Chu Ko and other known Taiwan crew. IMO the action was a little tighter than Mr. Vampire, I have only seen 1 & 2 tho. The thing is to find copies of these movies now is not easy. Another one to look for is "Son Of The Vampire" another Taiwan kung fu vampire actioner.
